Professor Carstensen is a leading progressive economist at the University of Connecticut.  He hs written, taught and lectured widely regarding the impact of taxation on economic growth and job creation and will be discussing these issues from a Connecticut point of view. 

Historically, Connecticut has been an innovative leader in manufacturing, insurance, financial services and biomedical research and its productivity growth was once well above the national average.  Today, business, manufacturing and job growth in the state are among the worst in the nation. Despite the fact that Connecticut is still a very wealthy state, the lack of long-term growth strategies, strategic fiscal planning in addition to many cumbersome and out of date departmental processes seem likely to cause even further deterioration in its financial wellbeing. 

Strong leadership is needed if Connecticut is to maintain a properly skilled workforce, address inadequacies in the transportation infrastructure, develop credible plans to reduce energy costs, increase job opportunities and revise its 19th century permitting and regulatory practices. 

Professor Carstensen will be discussing the challenge—immediate and urgent— facing Connecticut on whether its legislature can articulate and implement policies and strategic investments that will begin reversing the current financial disaster in which it finds itself.
